WhatIsThatFile.com is a new site to help identify files based on the name rather than the contents.
This would be a good resource, but currently they only have a little over 2000 entries. Considering that I have 125,197 files on my main development machine, the coverage is rather incomplete.
They need to come up with some ways to bulk-add entries. It will take forever if they wait for people to add files one-by-one. They should try to do an initial population by looking at all the files installed by various common programs. Certainly all the standard operating-system files should be in it already.
They have a very simple REST API to query their database, which is pretty nice.
